As a point of information Puritans in 17th-century America did not burn witches. They hanged them and remarkably few at that.

It’s more of a literary allusion.

Perhaps better comparisons would be the execution of aristocrats during the French Revolution and the smearing (and killing) of Catholics in England and Ireland as “papists.”
